1930年代初，上海。我党派5号机要员及助手冯自强（林强 饰）送密件去苏区，敌别动队长王文轩（王宝华 饰）获此情报，侦辑处长潘国梁（马群 饰）也派人辑拿5号机要员。冯自强通过戒备森严的临海码头，与女交通员陈兰（牛娜 饰）接上头，后陈兰为掩护冯自强牺牲。冯自强孤军作战，分别与殷飞（郝一平 饰）、朱秋（狄剑青 饰）接上头，约定在镇海塔见面。潘国梁接到情报，指示王文轩将共党一网打尽，冯自强来到海神庙，发现前来会面的是卖烟女（石荣 饰），殷飞开枪打死了她，王文轩带别动队包围了汽车。孙副官（郭勇 饰）认定殷飞就是“铁马”。信以为真的王文轩刚要上车，突然响起的哨声使他感到自己上当了......。The story revolves around Luisa Palmeira, born in France from Portuguese immigrants.
