该剧以唐朝末年黄巢起义为时代背景，叙述了唐朝监察御史利中汉因查处贪官，招致满门抄斩，利中汉夫人利嫂携带家眷跟随流民南迁。一路上，利嫂一家不但要克服逃亡路上的艰辛困顿、面临家人的生离死别，还要躲避朝廷的围捕和仇家的追杀。当他们翻越五夷山，来到一个世外桃源般的小山村，与当地山民冲突不断，但利嫂用她的机智和胆识赢得了汉民和山民的尊重。利嫂的亲生儿子洛生和养子吉祥同时爱上了山民首领之女十七娘，兄弟差点为此反目，经过重重波折，有情人终成眷属。另一方面，贪官之子过猛，听信宦官田令孜谗言，将利家人当成杀父仇人，追到小山村伺机复仇，利嫂一家危机重重。加上同行的伍茂唐和二愣曾事黄巢，小山村更遭到唐军兵剿，利嫂一家再一次面临生离死别……。Plebs is described as "a thoroughly modern comedy in an ancient setting."
