东京某东老旧的公寓内，生活着胖乎乎的涂装工人福田辰男（大岛美幸 饰），他长相平平，但乐观向上，在工地为伙伴们所信任，在公寓则为养着蟒蛇的邻居马渊和曾有过偷窃前科的青年调解纠纷。不过阿福也有致命之处，他不擅长应付女性。好友岛木拓郎（荒川良良 饰）一直为阿福的爱情担心，为此不断张罗着为他介绍对象。烦恼的阿福为此和朋友吵架，会面时则有意无意忽视约会女孩的存在。在他看来，也许和朋友们玩耍放风筝才是最快乐的事。直到某天，美丽女孩杉浦千穗（水川麻美 饰）找上门来。 千穗本来供职一家一流企业，但为了摄影梦想而毅然辞职。遭受一连串挫折的她，偶然想起曾和老同学阿福之间的一段往事……。An ambitious newspaper reporter (Dick Powell), eager to scoop the competition, wishes he could know the news before it happens.
