The question remains as relevant today, as it was 80 years ago, and its urgency is tragically manifested in the current event...。Fielding Mellish（伍迪·艾伦 Woody Allen 饰）是一个产品测试公司的小职员，他喜欢上一个叫Nancy（露易丝·拉塞尔 Louise Lasser 饰）的女孩。Nancy热衷社会运动和民主革命，却对Mellish没什么兴趣。她去了一个叫San Marcos的国家参与了当地的革命，而为了追随心上人，Mellish也随之去了那里。他阴差阳错的加入了革命军，经过浴血奋战，革命终于成功。原来革命军的领袖却成为了新的独裁者，随即被推翻，Mellish被选举成为新的领袖，顿时威风八面。Mellish更作为国家领导出访美国，受到了隆重的接待。Nancy也十分倾慕这个革命领袖，想方设法接近他，却没料到此人竟是她之前甩掉的Mellish......。
