影片讲述了一个发生在未来的故事。由于狗的数量激增，加上犬流感的蔓延，日本某地市长颁布了一个法令，设立“垃圾岛”，把所有犬类都放逐到这个岛上。原来在主人家过着养尊处优生活的宠物狗们，瞬间沦落到非常悲惨的境地。但是它们没有自暴自弃，而是在一个头头的带领下，振作起来，直面困难。一个12岁的小男孩，为了寻回自己的爱犬，劫持了一架飞机，独自飞向了垃圾岛。而他就是市长的亲儿子。市长发现自己的儿子与被自己放逐的狗狗混在一起，十分生气，于是双方展开一场激战。最终狗狗们和小男孩成功逃脱，去往新的家园。。Two young men (Jon Cryer, Rick Stear) who have been friends since early childhood decide to go on a trip to find a third friend (Rafael Baez) who has long since disappeared. Stories they have heard indicate that the friend has been seen in an apparently rambling, incoherent state at Coney Island. Their trip leads them to a number of adventures involving the otherworld-like life...。
